The language strings table needs to be cleaned up. I'm going to use version 9.0.4 as an example. Using the cvs text file that is provided in the 9.0.4 upgrade, you have too many duplicate values.

Resource name should be a primary key to prevent duplicates, since I believe this is what's being used for lookups when translating. I believe this table has been neglected for many years.

I would love to see a brand-new updated and clean cvs file, so I could wipe out my table contents, and reimport a fresh copy into my existing system.
