The Browsable() is set to false so the widget settings won't let you configure the send-to email address on the widget

I have found a related discussion on this issue internally.

"There are security concerns with this change. This change will expose the email to public view due to our limitation with widget configurations. We need to pass the widget settings into parameters, this way once you make it configurable it needs to be stored in some hidden field and sent back into the post. We are keeping it disabled intentionally."
