Go into the admin Inner Templates list
Hit the 'S' in the alphabet repeater
Click on the Select Ship Method inner template to edit it

Does it look weird on your system too? The page footer is pulled up too high, and the Content tab is completely empty. None of the other inner templates do this to me.

There is no issue on this page for me. YOu might have done some changes that has lead to this issue. Please try reverting any manual code changes done in layout cshtml file.
