Hello, we are trying to establish a tax exemption for certain users in our system. We are using Custom Taxes, with Tax Rules based on Zones that are defined by shipping Postal Code. In Canada, the Tax Rules are simple to define this way and so we have no need for an external service. Certain (but not all) Users in the shipping zone have a Tax Exemption. It would be easy for me to add the specific users to a new User Group, but there doesn't appear to be a way to "Exclude" a User Group from a specific Tax Rule. In the User Account settings, there is a pre-configured Tax Exemption List but I cannot find a place to define or edit the contents or parameters of the Tax Exemption List. If you are using Ablecommerce default tax calculation: Select an Exemption type for a user other than the None option, our default tax calculations will return 0 tax for that user. To achieve your requirement, just select any of the Exemption types for the users other than None for the users you want to exempt from tax calculations. If you are using the Avalara tax service plugin for tax calculation: Tax calculations will be based upon the Tax Exemption type selected by a merchant. You will have to select all groups one by one except the one you want to exclude.

Thanks for confirming.
In our circumstance, there are two taxes; Federal + Provincial with different rates and criteria. Certain customers are exempt for one of the two taxes, but not both. Unfortunately using one of the Built-In Exemption types for completely zero tax won't work for this scenario.
The other suggestion for selecting all groups except the one to exclude is not feasible because there are no other groups that would include all other users in the system (and new users that are in the process of checking-out). This recalls the other topic we were discussing the "_default_" group. Somehow we would need to dynamically build a group with everyone, *except* those that are in our special tax exempt group....I don't believe this is possible.
May we make this into a feature request of two possible solutions:
1. Expand the User "Tax Exemption" to show the list of merchant defined Tax Rules and allow those rules to be selected explicitly for exemption on a per-user basis.
and/or
2. Expand the use of Groups selections for taxes (and other features) to permit "All Groups", "Select Groups" and also "Exclude Groups" lists.
For now it appears we will need to manually adjust taxes for exemption qualified users.

For now, as a workaround, you can enable _default group as described in the other post. After that, you can include only the default group. Note: You will have to remove the _default group assignment to the users you want to exempt.

Yes, I was also thinking of enabling the _default group, but I'm still reserving that technique for our earlier topic related to applying discounts.
I'm concerned that we could run into some odd user management scenarios if we purposely remove certain users from the _default group essentially overriding it's purpose of being all registered users. For now, I can manage the special tax exempt users manually.
