Where/how does AC block an order from being placed if the payment fails and the store is set to not place an order if payment fails? I see code in the CheckoutService.ExecuteCheckout that rolls back the transaction and aborts, but we had an order where charge card was declined and the order was placed, they went to the receipt page and then also the pay my order page.

I did a test and is working as expected.
Can you share some more details if you are consistently able to reproduce the issue? What payment method are you using?

I'm sorry, I wasn't able to reproduce because I didn't have a failed card. I was just trying to figure out how blocking the order worked so I could look through the code for hints. Thanks

Invalid gateway config settings will reproduce the case if you are trying on a dev site.
