We have issues on sites where an admin can't log in because of the security token issue. The other day I had to create a new admin account for someone so that he could get it. Can you explain how/where the security token is set/stored and if it's possible for another admin to reset it?

The error seems related to Anit Forgery Token expired. This is MVC builtin security feature. This expires if the user session is time out.

So there's no way it can be reset? This user cleared cookies, tried another browser, restarted his computer, tried another computer and still couldn't get in.

There must be some other issue that makes it severe.
