Just working on an upgrade from Gold R12 to 9.0.4. In Manage-->Categories, the categories do not show in the correct order. The up/down arrows and drag and drop to re-arrange don't work. The categories do show up in the right order in the category tree on the edit products page.

Can you please share if there are any errors entries on using the up/down arrows.
I can't reproduce this with the first page load. Please also share if there are further steps involved that may help in reproducing the issue.
