9.0.3 minor: certain log files already remain open in file system

I noticed this morning that the following log files are always open in the /App_Data/Logs/ folder:

import.log
export.log
upgrade.log

There's really no need to maintain those files as opened in the file system.

app.log is always open and that's expected (imho).
