We really need a 7.x upgrade path that doesn't involve spinning up a Gold site every single time. The upgrade from 7.x to Gold is SQL scripts alone, correct?

There's a bunch of 7.x sites still out there. Which means there's a great opportunity that gets overshadowed by the additional effort to move the data 7.x->Gold->v9

Absolutely. This issue is already submitted for the next version.

We wanted to have it for 9.0.3, but there was something that kept us from going ahead. I'll try to get an update, but we will make sure that the next version can upgrade a 7.x database. Just please don't ask for anything earlier than that :)

AbleCommerce 9.0.4 allows a direct upgrade from 7.0.3, the details are available here on the help website.
