I wanted to install AC 9.0.8 on my local machine but our organization's policy will not allow to have full IIS admin permission. Thus I cannot install on my PC, Is there any work around to install locally for developer who only has IIS express on Visual Studio 2019? Thank you.

It uses MVC. I think Microsoft refers to it as ASP.Net Core MVC.

It is based on ASP.Net MVC. Here is some info about the differences between the two platforms mentioned:

You can install AC without full IIS.

I have not done it without IIS myself.
