I want to change the text and add a link to the receipt page. I cannot find the template. Any suggestions?

A lot of times, it is hard to find things in AC9. Usually I start with Control-Shift-F in Visual Studio. If I can't find it there, the text might be in the language resources.I sometimes right click in the browser, examine, and look for the class assigned to the element. The receipt page top is Views/Checkout/_InvoiceHeading.cshtml. It contains links to other partial views used on the receipt page.

Generally, to make changes, you should try to trace the widget in which you want to make a change. In this case:

As an admin login, go to the receipt page and enable CMS editing. (from right middle toggle control)
There are two widgets placed on this page.
1- Invoice Heading
2- Order Details

If you find the widget names in the project, you can get the controller file reference where the Widget name is specified in the RegisterWidget action attribute.
Going from there you can trace the view file path and make updates accordingly.

.Net MVC Pattern knowledge is a must!
