In 9.0.6 we have run into a problem when placing an order for an existing anonymous user and using the check box to merge the user to a registered user. What happens is the order will not move forward and be merged if the box is checked. You have to uncheck the merge box in order to process the order. I looked and did not see if this was reported in the past. Here is how to get there.

Create an order as anonymous user.

Then log into admin and place an order for this anonymous using all of the same credentials and the box will automatically be checked during checkout. When you click the proceed button, you get a quick scroll and nothing happens. Then uncheck the merge box and the order will then move forwarded into processing. Also as a note, I have not been able to do a search and find a anonymous in the orders processing sequence.

Here is a screen shot. When placing an order through the Admin for an existing anonymous user who has placed an order sometime in the past, this is the box that shows up if the user credentials match the email and is already Pre-checked by the system.

At this point when you tap the next button at the bottom all you get is a quick scroll in the center of the screen and nothing happens. So, in order to get the next button to work and process the order through you have to uncheck the box, then the order processes through.

PROBLEM
1. The box should not be checked when you get to this screen. 2. If the box is checked the order should process through and merge with the anonymous user, which it will not do.

This works just fine in Gold12 and earlier versions back to 7. We have always had to check the box if we choose, but not uncheck the box!

I was able to confirm the issue and will report this as a bug.

As a workaround, you'll need to uncheck the box for now. After the order is created, you can merge it to another account by using the button on the bottom of the order summary page. I confirmed this is working.
