Where in the database would I go to change the text for Phone Call option on checkout?

I want it to read with a description to have the customer call the shop number to complete the transaction.

If you mean the Phone Call payment method, you can change that from the Payment Methods page in admin.

Let me know if you are wanting to change some other text and what page it's on.

I was able to create the new Payment method.
What I would like to do is customize the text that is shown when it is selected.

The text can be modified from the Configure > Store > Languages page.
