We are doing some SEO work on our site, and we are running into a few issues. Why isn't language specified in the HTML markup?

Either the new format <html lang = "en"> or the older format <meta http-equiv = "content-language" content = "en">?

I'm assuming I can make an entry in _MetaTags.cshtml?

Yes, you can make an entry in _MetaTags file using the old format.
