It would be helpful to have a specification in the Payment Methods that would enable/disable a particular payment method based on the dollar value of the order.
So for example, we have a payment method called "Purchase Order" that allows select customers (via groups) to enter their P.O. number rather than completing a credit card or PayPal payment at time of order entry.
But we would like this payment method to be visible to the customer only when the cart exceeds a minimum value (perhaps $300)...for orders less than the minimum they would see only the standard, fallback payment options (like credit card, etc.).
It would also be helpful to specify a maximum value to a Payment Method. For example for some commercial customers, we might like to disable credit card payments over a maximum value (perhaps $2000) and require the customer to use Purchase Order or other terms of payment we have assigned to their account (via groups).
Of course, Admin should be able to override the user visible choices for special circumstances such as customer phone-in orders or admin editted orders.

Hi Jeff,
One of the best things about people coming together with ideas is someone will say something, and someone else could take it up to the next level. I like the idea of payments by condition, but let's stretch this a bit further.
Besides shipping groups, which exist today, why not create payment groups as well. These groups can have conditions based on amounts, and even specific customers to show or not to show.
So based on your example, you would create a payment group that would only show let's say under the following conditions:
The customer is in this email list and the amount is over 500.
Putting things in groups, can give you a bit more power. This could also apply to shipping groups as well.
