What does this attribute do? There are zero code comments on it's purpose.

For example, the members controller widget MyWishList is decorated with it

[EnableCms("My AddressBook", "Members/MyAddressBook")]

In the early stages of AC9, we considered the ability to enable cms for selected pages. The idea was to decorate the page with EnableCMS attribute and it will make it dynamic. We later switched to database oriented approach and this is leftover code now.
