Enabling RouteDebugger in web.config throws exception

RouteDebugger only seems to work on admin side. Able throws an exception on shopper side if it's enabled. Any suggestions to get it working in both? Quote: Server Error in '/' Application. Item has already been added. Key in dictionary: 'permalink' Key being added: 'permalink' Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.

I am able to reproduce the issue.
