We want to implement best practices on our new IIS server, so we're trying to relocate all logging outside the system drive.

This is straightforward to do in IIS. But I don't see a setting inside AbleCommerce, so I'm pretty certain this is somewhere in either the source code or a configuration file.
Without me going through the code, any idea where to look?

Yes, that is correct. You can see the file path e.g. <file value="App_Data\\Logs\\app.log" /> which is pointing to the App_Data folder at the root of the website.
