My boss tested the payment by placing a fake order, selecting VISA type and enter an American card number and there wasn't any validation, it went through anyway (no gateways installed, except the test AC gateway). Is it normal? Can we process the payments manually or a payment gateway needs to be installed?

I tested this on version 9.0.7 by entering a test AMX number when Visa payment method was selected.
The validation kicked in and a warning was displayed "The card number entered is invalid, or it does not match the selected card type."

Make sure the Instrument Type "Visa" is selected for the Visa payment method.

Is it possibie that AC test gateway being enabled all payments would be authorised and passed without validation?

No, because the validation code is applied before the information is sent to the gateway.

I was also testing with the AC payment gateway.

Check the Instrument Type for each of the payment methods. This is what determines the validation of the card.
