I am sure this was caused by operator error, but I found a way to not be able to add anything to the middle part using the "webpage" layout. When I click on the edit portion of webpage layout the header and footer have a content zone that allows editing (Surrounded in below dash box). However, the main body zone reads "@RenderBody()" surrounded by a red dash box. When this layout is used, I am unable to edit. The same thing happens in the no columns layout.

If I'm understanding what you want to do, I think I figured it out. In Website-->Design-->Page Layouts, I edited Webpage layout. In the middle section that contains @RenderBody(), I clicked the pen and paper icon, entered header in the insert zone popup, then saved. I now have a header under my webpage content store-side.
