You need to upload the file at the website root. When you add a property for ownership verification in the google, it tells you the path where the file can be uploaded.

It said the homepage, so I didn't know if it was to upload to the folder with the domain name or the flder that says wwwroot.

Yes, the file needs to be uploaded under the wwwroot folder.

If you want to add a meta tag, you can do this from the merchant admin. To do so edit your home page from Admin/Website/ContentPages and add the tag inside HTML Head under SEO section.
