When creating an order in the admin backend, when you pull down the category list to find the product, it is sorted in the order in which the categories were created, obviously we will create new categories later on and we move them up and down the tree using the backend under the catalog -> Categories tab.

Can we display the category list the same way it's being displayed to the customer?

Well, it would need a change in backend codes. We need to use the OrderBy field to fetch the categories in order set by admin. If you have the source and want to try the change, you can look at the CategoryParentRepository.GetCategoryLevels method. You will have to pass the Orderby as sort expression into ICatalogRepository.Search method.
