What is the cookie policy supposed to do? I see that there is a webpage and a widget, but does something need to be done so that there is a popup/display of the cookie consent?

You can edit the footer board and drag Cookie Consent widget there. This way it will be available across entire store. Once a visitor hit a page they will be presented with informational popup. If they acknowledge the popup, their consent will will be stored in a cookie and popup will not appear again.

BTW, the popup has a Learn More link that will redirect you to cookie policy page.
