In Gold R12, you could change an incorrect tracking number by clicking to edit the shipment. The edit form then showed the previous tracking number and you could change it. In AC9, it adds a new tracking number. It should allow edit, especially since there would be only one tracking number for a shipment.

I am able to reproduce the issue and I have registered this as a bug.
